Insurers, corporations and syndicates which are subject to the provisions of this chapter, together with their sales representatives pursuant to this chapter, shall not be subject, with respect to the sale of their securities, to other laws of Puerto Rico governing sale of securities of corporations and syndicates in general. This provision shall not be deemed to relieve any such insurer, corporation, syndicate or sales representative, of any liability or penalty otherwise provided by law for misrepresentation, fraud, breach of contract, and other similar offenses or injuries to rights.
