No insurer shall be formed or be authorized in Puerto Rico to issue contracts of insurance the performance of which is contingent upon the payment of assessments, assessment premiums, or calls made upon its policyholders or members. This provision shall not be applicable to domestic mutual insurers formed for the purpose and transacting only agricultural insurance as defined in § 406 of this title.
