The Commission is empowered to issue interlocutory protective orders, under penalty of contempt, to protect the integrity of the proceedings the Commission is carrying out and for the purpose of averting any injury or misappropriation of funds and property, and to protect the public interest, or to safeguard any document or evidence relevant to the complaint under its consideration.
