The municipal legislatures are hereby authorized to establish, by resolution, permanent programs for the detection of controlled substances that use reliable tests to allow [for] the identification of the officials and employees who use drugs, to give them treatment and rehabilitate them in those cases provided by this chapter, so that they may perform their public service functions and duties faithfully and reliably. However, any regulations and permanent programs adopted by the municipal legislatures for the abovementioned purposes shall be in agreement with the provisions of this chapter.
