§ 4508. Purchase of equipment; certification

(1) Every supplier, seller or entity that provides computer applications, equipment and systems to the Government of Puerto Rico, or to its instrumentalities, shall certify in writing, in the contracts executed, that said products are Y2K compliant, since they have been reprogrammed or renewed and submitted to rigorous tests to ensure their updating for the proper operation thereof upon the arrival of said year.

(2) It shall be defined as “operating properly and mitigating risks” when:

(a) The system is not affected by dates before, during and upon the arrival of year 2000.

(b) Any operation that depends on dates shall have produced consistent results before, during and after the year 2000.

(c) The year 2000 shall be recognized as a leap year.

(d) In all interconnections and data storage, the first two numbers corresponding to the millenniums of any date, must be specified, whether explicitly or through the establishment of a conversion function that does not produce ambiguous results or the use of inference rules.
