Considering the special nature of the services that shall be rendered by the members of the Municipal Police Corps, the following provisions are hereby established as invariable policies of the Commonwealth of Puerto Rico, and made a part of this chapter:
(a) When exercising their right to vote, the members of the Corps shall not boast about, nor show preference for any political party or candidate, nor promote or engage in any activity for or against such parties or candidates while in the performance of their duties.
(b) The members of the Corps shall not organize labor unions nor affiliate to organizations of a like nature, nor shall they have the right to strike or to picket. This prohibition does not have the scope of forbidding the affiliation of the members of the Corps to organizations germane to their profession, for any lawful purpose, pursuant to the provisions of the laws.
(c) Any effort on the part of the members of the Corps to obtain transfers, promotions, or any other personal benefit for which there are standards provided by law or regulations, through the use or employment of extraneous influences, is hereby forbidden.
(d) Any fault due to the violation of the proceeding subsections (a), (b) and (c) shall be deemed to be a gross fault.
