The mayor is hereby empowered to determine by regulations, the organization and administration of the Municipal Police, the duties, responsibilities and conduct of its members, compliance of the provisions of § 1077 of this title, and any other matter needed for its functioning.
The Superintendent of the Commonwealth Police shall ratify the regulations within a term of not more than sixty (60) days. When the regulations have not been ratified by the Superintendent, he/she shall be bound to state the reasons and corrective actions needed to ratify the same. The mayor shall have a term of not more than thirty (30) days to introduce amendments to the regulations and submit them it to the Superintendent for ratification. The municipal legislature shall approve the regulations submitted by the mayor for these purposes within a term of not more than thirty (30) days, with the vote of two thirds (2 / 3) of its members. Provided, That the corps known as the Municipal Police shall not become effective until said regulations are approved and ratified by the Superintendent. The mayor is hereby authorized to introduce amendments to the regulations following the same norms and procedures previously established for the approval thereof. The Superintendent shall notify the mayor from time to time of those changes that must be incorporated to the Municipal Police Regulations, in order to adjust them to the changes made through a general or special order regarding the procedures the Municipal Police are authorized to perform. The mayor shall have thirty (30) days to incorporate the corresponding changes, and submit them to the Superintendent and the municipal legislature within the terms established in the previous paragraphs.
