(a) Friendly mediator.— Persons, other than lawyers, designated by the mayor to adjudicate a controversy brought voluntarily by the parties before his/her consideration, referred by a judge of First Instance or as thus provided by the Civil Code or special laws.
(b) Arbitrators.— Lawyers designated by the mayor to adjudicate a controversy brought voluntarily by the parties before his/her consideration, referred by a judge of First Instance or as thus provided by the Civil Code or special laws.
(c) Conciliators.— Persons who are certified as conciliators, designated by the mayor to conciliate and mediate between parties who voluntarily file a controversy before his/her consideration.
