For purposes of this chapter, the following terms shall have the meaning stated hereinbelow:
(a) Public nuisance.— Any abandoned structure or abandoned, empty, or uncultivated lot unfit to be inhabited or used by humans for being in ruins or in a state of disrepair, or having construction defects, being harmful to the health or safety of the people. Said conditions may include, but are not limited to: structural defects that increase the risk of fire and accidents, as well as a lack of appropriate ventilation or sanitary facilities, electric power, drinking water, and hygiene.
(b) Licensed engineer.— A natural person duly authorized to practice engineering in Puerto Rico pursuant to the provisions of §§ 711 et seq. of Title 20.
