The Secretary of Agriculture, upon taking into account the provisions that may be established by regulations prescribed by the Department of Health and by the Planning Board, shall adopt and promulgate the necessary regulations to put into practice the purposes of this chapter. Before promulgating such regulations, the Secretary of Agriculture shall hold public hearings and shall consider the points of view set forth therein by interested parties. The regulations so adopted and promulgated by the Secretary of Agriculture shall have force of law.
