The “La Obra en tus Manos” Program is hereby created in the Office of the General Coordinator for Socio-Economic Financing and Self-Management for the purpose of promoting self-management among the members of our low-income communities. This may be achieved, among other things, by employing residents and organizations as manpower, under the supervision of the office, in construction works that improve infrastructure, facilities, and housing for people in such communities.
All works carried out under said Program whose cost does not exceed the sum of one hundred ninety-five thousand dollars ($195,000) shall be excluded from the application of the General Services Administration’s Reorganization Plan.
