This group shall be constituted by the mayors of Vieques and Culebra, the Commissioner of Affairs of Vieques and Culebra, and the Executive Director of the Ports Authority; and the Secretary of the Department of Economic Development and Commerce. The residents of Vieques and Culebra shall be entitled to request a meeting with the interagency task force, by petition of twenty-five (25) residents or bona fide enterprises established in the special economic development zone.
The interagency task force shall render an annual report on its actions and recommendations to the President and Speaker of the Legislative Bodies. The report shall include details of the problems and situations of the municipal urban centers in which it has intervened, the strategies adopted and the solutions obtained, priorities, work plans, unsolved problems, achievements and suggestions of legislative reforms.
The Secretary of the Department of Economic Development and Commerce shall render a report to the Legislature after three (3) years of the effectiveness of the tax exemptions provided in this chapter.
Said report shall contain an analysis of the effect the designation of the zone has had and the effects of the tax incentives established by this chapter for the development of the island municipalities, especially in the municipal urban centers, as well as the inventory of housing units created or rehabilitated therein, the number of properties that availed themselves of the provisions of this chapter, and any other pertinent information, so that the Legislature can conduct an evaluation of the effectiveness of the incentives offered by this chapter. Said report shall offer recommendations regarding the desirability, if any, of additional measures for the development of the island municipalities of Vieques and Culebra.
