Municipalities in Puerto Rico, in the exercise of their administrative powers and their duty to provide services, are hereby authorized to offer, to the extent permitted by their available resources, access to day care services to preschool-aged children who reside in the municipality, or to children who do not reside in the municipality, but whose parents work in or attend educational or vocational training programs within the territorial limits of the municipality. Such services may be offered either by creating municipal facilities within the territorial limits of the municipality which are duly fitted to operate as child day care centers or by contracting or facilitating access to day care centers to the abovementioned families.
