The Secretary of Health or his/her authorized representatives shall exercise proper supervision over the regional animal shelters and the sterilization clinics, and shall see to it that all applicable health and public health laws and regulations are observed in the construction and operation thereof, as well as any other conditions required by the Department of Health.
