As of the effective date of the regulations of the Program established in § 3155 of this title, blood samples shall be taken from every newborn in Puerto Rico to promptly detect the presence of any of the hereditary diseases included in said regulations.
Those citizens that, due to their religious convictions or beliefs, refuse to undergo or to allow their children, wards or dependents to submit to this type of test for the detection and diagnosis of hereditary diseases must explain it in writing, requesting that they be relieved from the responsibility imposed by this chapter.
