(a) To require that all public and private hospitals in Puerto Rico ensure that ambulance services are available at all times. The hospitals are under the obligation of rendering said services twenty-four (24) hours a day.
(b) The Secretary of Health shall ensure strict compliance with the provisions of subsection (a) of this section.
(c) Secretary of Health is hereby empowered to impose administrative fines of not less than one thousand dollars ($1,000), nor of more [than] three thousand dollars ($3,000) for any violation of the provisions of this section.
(d) Secretary of Health shall set up the necessary coordination with the Public Service Commission, the entity which regulates the establishment and operation of ambulance services in Puerto Rico.
