In case that at any time the registration in any district under the direction of a keeper of a register is defective, the Secretary of Health shall notify said officer of such defects which shall be corrected within ten (10) days after such notice, and in case the same are not so corrected, the Secretary of Health shall take charge of the office and of all the records therein and shall enforce the provisions of this part until he succeeds in having a complete and satisfactory registration of births, marriages and deaths in said district; and said control shall continue until the keeper of the register can show that he is qualified to continue keeping said register in accordance with the provisions of this part and of the rules and regulations of the Secretary of Health. The expenses incurred by the Secretary of Health or by his authorized representative while in charge of said registry shall be for account of the respective municipality, and said expenses shall constitute a lien on the income of such municipality.
