The General Registry of Vital Statistics of Puerto Rico is hereby created, to be established in the Division of Demographic Registry and Vital Statistics of the Department of Health of Puerto Rico. Said Department shall be in charge of all matters connected with the registration of the births, marriages and deaths which may occur or take place in Puerto Rico; shall keep a registry of all divorces granted in Puerto Rico; shall prepare the instructions, blanks, printed matter and books necessary to obtain and keep said records and shall see to it that the same are registered in each primary registry district as the same are constituted by this part and in the Division of Demographic Registry and Vital Statistics of the Department of Health. The Secretary of Health shall see to it that this part be uniformly enforced and applied throughout the Commonwealth of Puerto Rico, including the adjacent islands of Culebra and Vieques; shall recommend from time to time such additional legislation as may be necessary to that end and shall issue such rules and regulations, not in conflict with the provisions of this part, as may be necessary to complement the provisions hereof. The said rules and regulations, after approval and promulgated by the Governor of Puerto Rico, shall have the force of law.
