No person shall sell, offer for sale, deliver or give away to another person, any glue, cement or paste, known as plastic cement, or any other similar substance, either separately or as part of a set used for the construction of model airplanes, model boats, model automobiles, model trains or other similar models, if such glue, cement, paste or plastic cement has not been certified by the Department of Health as being of the type of glue, paste or plastic cement containing a substance which makes such glue, paste or plastic cement malodorous, or causes such glue, paste or plastic cement to induce sneezing, vomiting or both if inhaled.
