Every manufacturer, wholesaler or distributor of barbiturates and dangerous drugs shall:
(a) Not later than thirty (30) days from the effective date of this act, prepare an inventory of the barbiturates and dangerous drugs in his possession, specifying the name of the barbiturates and dangerous drugs and the corresponding amount. This inventory shall be kept for a period of not less than two (2) years reckoning from the date it is prepared.
(b) Retain and keep each and every one of the invoices, vouchers or records relative to the manufacture, delivery, sale or distribution of the barbiturates and dangerous drugs covered by §§ 930—949 of this title. Said invoices shall include: the amount manufactured or received and the dates of manufacture, or the dates, names and addresses of the persons from whom the purchases were made, the amount of such purchases and the dates, names and addresses of the persons, establishments or institutions to whom or to which the manufacturer, wholesaler or distributor made the delivery, and the amount delivered.
(c) At least thirty (30) days before the effective date of this act, the Secretary of Health shall prepare and supply to all manufacturers, wholesalers or distributors a complete formulary containing the names of the barbiturates and dangerous drugs subject to the inventory referred to in paragraph (a) of this section. Said formulary shall contain sufficient blank space in order that the result of the inventory may be noted therein.
