For the purposes previously indicated, the Secretary shall examine and inspect through the inspectors which he shall appoint for such purposes all meat food products prepared in a slaughtering, canning, salting, packing, fat and by-products processing establishments or in a similar establishment where such articles are prepared solely for intrastate commerce; and for the purposes of any examination and inspection said inspectors shall have access to any part of said establishment at any time, during daytime or night-time, whether or not the establishments be in operation; and said inspectors shall mark, seal, and identify with a tag or label such as “P.R. Inspected and Approved” all products found to be unadulterated; said inspectors shall mark, label, seal or identify with a label such as “P.R. Inspected and Seized” all products found adulterated; and all meat food products so seized shall be destroyed as hereinbefore provided, so that it may not be used as food.
