(a) Every official establishment slaughtering poultry or poultry products for intrastate commerce shall have such premises, facilities and equipment, and be operated in accordance with such sanitary practices, as are required by regulations promulgated by the Secretary for the purpose of preventing the entry into intrastate commerce of poultry and poultry products which are adulterated.
(b) The Secretary shall not offer inspection service to any establishment whose premises, facilities, equipment and operation are not in accordance with this section.
