In order to enforce the provisions of § 592 of this title, and in addition to any action it may be necessary to take to this end, the Department of Health, and in representation thereof, the Secretary is hereby authorized:
(a) To collaborate with the Surgeon General and other agencies of the federal government in all activities relating to the pollution of waters, including the development of programs for the elimination or abatement of said pollution and to improve the sanitary conditions of the waters.
(b) To apply for and accept, in behalf of the Government of Puerto Rico, such federal funds as may be made available for Puerto Rico under the Federal Act in any agencies of the federal government; Provided, That said funds shall be covered into the Commonwealth Treasury and be at the disposal of the Secretary, to be applied to the enforcement of the purposes of this chapter, and in accordance with the ends for which the grants are made under the federal act and regulations.
(c) To approve the projects for which applications for grants or loans are made by any agency, division or subdivision of the Government of Puerto Rico, under the federal act.
