Scientific research pursues the reduction of cancer incidence and mortality, since it contributes to a better understanding of cancer, innovations in existing treatments, and the creation of new ones. Furthermore, training of healthcare professionals specialized in cancer ensures that we shall have the workforce necessary to address the medical needs of patients and conduct research. It shall be the public policy of the Government of Puerto Rico to promote research and the training of healthcare professionals specialized in cancer by complying with the following principles:
(a) To collaborate with the Comprehensive Cancer Center of the University of Puerto Rico in the development of a research agenda to achieve the goals and objectives of the Comprehensive Cancer Control Plan of Puerto Rico.
(b) To develop economic incentive proposals together with the Department of the Treasury to retain and attract new health care professionals in the field of oncology in order to provide medical services and to develop research on population, basic science, and clinical trials in Puerto Rico. This includes oncologists, oncology nurses, epidemiologists, researchers, health educators, and any other health care professional needed to achieve the objectives of this section.
(c) To promote research using data from the Health Reform and the Central Cancer Registry.
(d) To facilitate data collection and sharing between centers, entities, and similar organizations in order to attain the objectives of this chapter.
