The certificate of immunization shall not be required for the admission or registration of that student or preschool child who presents a sworn statement that he or his parents belong to a religious organization whose dogmas are in conflict with the immunization. The sworn statement must indicate the name of the religion or sect and must be signed by the student, or his parents, and by the minister of the religion or sect. Exemptions for religious reasons shall be void in case of any epidemic declared by the Secretary of Health.
By the same token, a certificate of immunization shall not be required from that student or preschool child who presents a certificate signed by a doctor authorized to practice the profession in Puerto Rico, to the effect that one (1) or more of the immunizations required by the Secretary of Health could be detrimental to the health of the student. The certificate must indicate the specific reason and the possible duration of the conditions or circumstances which contraindicate the immunization.
Every student or preschool child shall be exempted from having to be immunized against those diseases he has already had. This shall be accredited by the corresponding medical certificate or sworn statement of the student, or the father, mother or guardian.
The students or preschool children who are exempted from the provisions of this chapter may be immunized during an epidemic, as determined by an authorized representative of the Department of Health.
