The Secretary of Health is empowered to impose sanctions and administrative fines on any natural or juridical person, or hospital institution that knowingly violates any provision of this chapter, rules and regulations or orders issued by him. The maximum administrative fine imposed shall not exceed five thousand dollars ($5,000) for each infraction.
