P.R. Laws tit. 25, § 1044
The Superintendent shall not use the resources of this Special Fund in substitution of the appropriations from the General Fund of the Commonwealth, when there is a restriction or condition in that sense. Neither shall the money of the Special Fund be used for any purpose or in any way that will constitute a violation of the conditions established by the donor, conveyor or person who has made the transfer or contribution to the Police.
The resources covered into this Special Fund shall be accounted for in the books of the Secretary of the Treasury, apart from any other funds from other sources received by the Puerto Rico Police, without a specific fiscal year, so that its identification and use can be expedited.
