The regular expenses for the operation of the Commonwealth Agency shall be consigned annually in the General Expenses Budget of the Government of Puerto Rico.
The special expenses incurred by the Commonwealth Agency during any state of emergency or disaster shall be reimbursed to the latter from the Emergency Fund created by §§ 457—465 of Title 3.
