The Board shall be composed of five (5) members appointed by the Governor of the Commonwealth of Puerto Rico, with the advice and consent of the Senate of Puerto Rico. The members of the Board shall be persons of proven moral probity, over twenty-one (21) years of age, and residents of the Commonwealth of Puerto Rico. Three (3) of the members shall be duly-licensed real estate brokers of recognized professional qualifications, who shall have actively pursued the profession of real estate broker for a term of at least three (3) years. With regard to the remaining two (2) members, one, who shall represent consumers, may be engaged in any trade or profession and have some knowledge of real estate; however, he/she shall not be practicing as a real estate broker or salesperson at the time of his/her appointment and, if he/she obtains a real estate license after his/her appointment, he/she shall be required to resign from the Board. The other, who shall represent the public interest, shall be a lawyer. The Board shall elect a chair from among its members who are real estate brokers. No member of the Board shall hold or engage in teaching or academic positions, nor be an owner, shareholder, administrator, or member of the Board of Trustees or Directors of an institution, college, or school offering educational programs for real estate brokers or salespersons.
