All veterinary offices and facilities for veterinary services shall attach a seal, to be adopted by the College of Veterinarians of Puerto Rico, to all vaccination certificates and health certificates for international and interstate transport issued by them. No department of the Government, no court of justice, or any other body of the Government of the Commonwealth of Puerto Rico shall consider said certificates valid unless they have the seal of the College of Veterinarians of Puerto Rico attached. The cost of this seal shall be two dollars ($2). The amounts collected for use of this seal shall be covered into the funds of the College of Veterinarians of Puerto Rico for its use.
