The Board shall hold a meeting in the month of July of each year during which a chairperson and any other officials that are needed shall be elected from among the members. It shall hold meetings at least four (4) times a year or as many times as necessary to carry out its functions upon being summoned by the chairperson. Four (4) of the seven (7) members of the Board shall constitute a quorum.
