The Board of Examiners shall issue an optician’s license to any person who having applied therefor, prior to December 31, 1969, paid the corresponding fees, passed the practical test and submitted to the Board evidence under oath, establishing that he is over twenty-one (21) years and is a citizen of the United States, of good moral conduct, has primarily been devoted to the practice of optics in Puerto Rico on the date of his application and during a period of eight (8) years prior to the application of same or who has satisfactorily completed studies in a school or college of optics recognized by the Board and has obtained the corresponding diploma.
