The Board shall adopt bylaws which shall include all such measures as may be necessary to carry out its duties and functions and which do not contravene public order and law. Before the approval thereof public hearings shall be held. The bylaws shall take effect and shall have the force of law after having been published in two (2) newspapers of general circulation in the island for a period of three (3) consecutive days and after having been filed in the Department of State pursuant to the provisions of §§ 2101 et seq. of Title 3.
