Any applicant to practice electronic technique shall meet the following requirements:
(a) To file before the Board a duly sworn application in the printed form provided by the Board for such purposes.
(b) To have attained eighteen (18) years of age.
(c) To have [passed] at least four years of high school or its equivalent, as well as a vocational course or technician in:
(1) Electronics
(2) radio, or
(3) television
offered by the Department of Education of Puerto Rico, or by any other institution accredited by the Council on Higher Education, or any other educational institution accredited by the federal government or any state, possession or dependent territory of the United States of America.
(d) To [pass] the general examination offered by the Board.
(e) To pay the dues provided in § 2427 of this title.
