§ 2353. Creation

The Board of Examiners of Health Service Administrators is hereby created attached to the Division of Examining Boards of the Department of Health, and shall be composed of five (5) members. All of them shall be health service administrators licensed to practice in Puerto Rico and with not less than three (3) years of experience in this field.

The members of the Board shall be appointed by the Governor with the advice and consent of the Senate. They must be of legal age and residents of the Commonwealth of Puerto Rico.

The initial appointments of the members of the Board shall be made in the following way: two (2) for a period of two (2) years, two (2) for a period of three (3) years, and one (1) for a period of four (4) years. Subsequent appointments shall be made for a period of four (4) years. The members of the Board shall hold office until their successors are appointed and qualify.

Vacancies on the Board shall be filled in the same way that the original appointments are made. The term of office of a member filling a vacancy shall be for the remainder of the unexpired term of his predecessor.

No person shall be a member of the Board for more than two (2) consecutive terms.

The Board shall meet as many times as necessary for the discharge of its duties, but never less than six (6) times a year. In its first meeting the Board shall elect a Chairman for a term of one (1) year from among its members.

Three (3) members of the Board shall constitute a quorum. The agreements of the Board shall be taken by a majority vote of the members present, which in this case shall be three (3).

The Governor may remove any member of the Board from office upon due notice and hearing, for negligence in the discharge of his duties, noncompliance of his obligations, unbecoming conduct in office or when his license to practice the profession is revoked or suspended.
