If the administrative hearing is requested within the term set above, the Board shall be under obligation to hold same within thirty (30) days after requested. The notice of said hearing shall be sent to the aggrieved party at least ten (10) days in advance of the holding of same. The applicant shall be notified of his right to appear personally or assisted by counsel, to produce evidence and to cross-examine witnesses.
