All clinical analyses laboratories and blood banks, except those operated by Government institutions, shall affix to all analyses reports issued by them a stamp which shall be adopted by the College of Medical Technologists of Puerto Rico. Any person who makes any test proper of a blood bank or any clinical analysis, as defined by §§ 281 et seq. of this title, shall affix and cancel on every report on the result of said analyses the stamp adopted by the College of Medical Technologists of Puerto Rico. Only those reports on clinical and blood bank analyses which bear, affixed and cancelled, the stamp established by this section shall be deemed valid for all purposes. Provided, That this section shall not apply to the blood bank tests or any clinical analyses that a physician may make to reach a diagnosis and whose results are a part of the evaluation of his patient. The cost of this stamp shall not exceed five cents ($0.05). The amount collected by reason of the said stamp shall be covered into the funds of the College of Medical Technologists for its use.
Any natural or juridical person who violates the provisions of this section shall be guilty of a misdemeanor punishable by a fine not less than one hundred dollars ($100) or more than five hundred dollars ($500), or by imprisonment for a term not exceeding six (6) months, or both penalties, in the discretion of the court.
