Any person who is adversely affected by any order or decision of the Board, denying the issuance or renewal of a license or suspension of a license, may request the revision of the order or decision within the thirty (30) days following the service of the notice thereof. The Court of First Instance shall review the order or decision of the Board on the basis of the record taken by the Board.
