For the purposes of §§ 2131—2144 of this title the following terms shall have the meaning set forth hereinbelow:
(a) Automotive technician. — Shall mean any person who has full knowledge, understanding and control of the manual techniques and processes involved in the diagnosis, repair and adjustment of the motor, transmission and other parts that are essential for the operation of a motor vehicle, including the electrical or electronic system thereof, which require special skills. The person must have the ability to perform the work pertinent to his/her trade, without instruction in the details as to how to do the work, it being sufficient to be told the kind of work to be done. He/she shall instruct, coordinate and supervise the activities of automotive technicians who work in the area of repairing and adjusting the essential parts of motor vehicles. He/she must also have acquired prior experience in the work he/she performs. It also means any person who is engaged in the repair of motors or systems that are essential to the operation of agricultural, industrial, commercial, construction and marine equipment, and every person trained to supervise an automotive mechanic. This term shall not include the persons who work in the repair or changing of tires, greasing motor vehicles, installing light bulbs, wiper blades, and other minor accessories such as air or oil filters, or that perform other work that does not require special skills, and that are part of the regular services rendered by gasoline stations to its consumers.
(b) Automotive mechanic. — Shall mean any person engaged [in the] repair and adjustment of the [motor, transmission] and other parts that [operate] a motor vehicle, including the electrical system, body work, radiators and the engine gas emission system (catalytic [converter]), for which special skills are required. He/she must have the capacity to perform the tasks assigned to him/her as part of his/her trade. However, he/she will need the advice and technical assistance of the automotive technician to perform tasks which involve specialized and complex skills. This term shall not include the persons who repair or change tires, lubricate motor vehicles, install light bulbs, windshield wiper blades and other minor accessories such as air and oil filters, or who perform other tasks which do not require special skills and are part of the services rendered by gas stations to their patrons.
(c) Board. — Shall mean the Board of Examiners of Automotive Technicians and Mechanics of Puerto Rico, created hereby.
