The officers of the College, who in turn shall be the officers of the Board of Directors, shall consist of a President and twenty (20) members.
Six (6) of the members shall represent the respective groups of members herein listed so that at least there shall be one (1) representative for each one of these groups in the Board of Directors: taxi chauffeurs, public automobile chauffeurs, omnibus chauffeurs, heavy motor vehicle chauffeurs, private enterprise chauffeurs and chauffeurs engaged in sightseeing tours. There will be at least one (1) member in representation of each one of the senatorial districts who shall be a bona fide resident of the district he represents.
The President and the remaining six (6) members shall be elected in an election where an opportunity to participate is offered to the members throughout the Commonwealth. The other members shall be elected by each group representative of the diverse interest of the chauffeur class. Once such officers are elected and proclaimed they shall elect from among themselves one (1) of the members who shall act as President pro tempore in case of temporary absence, temporary or permanent disability, resignation or death of the President. In like manner a Secretary and a Treasurer shall be elected. The President and the twenty (20) members shall compose the Board of Directors, assuming their respective offices the members who have been designated as President pro tempore, Secretary and Treasurer.
