The terms hereinafter listed, when used in this chapter, shall have the meaning as herein expressed:
(a) Chauffeur. — Any natural person authorized, according to law, to drive motor vehicles with a chauffeur’s license or a heavy motor vehicle driver’s license, engaged in the transportation of persons, animals or things for compensation, salary, wage, pay or any other form of compensation whether obtained on a percentage basis, combination of wage and percentage, or combination of wage and other consideration or services, or through the operation of a leased vehicle and who drives such vehicles on public highways, roads and private properties as part of his occupation or manner of earning his living. It also includes the person who is the owner of a motor vehicle engaged, by authorization of the Public Service Commission, [in] the service of the public transportation of persons, freight, animals or things and that said person is authorized by the Department of Transportation and Public Works to offer such public service as chauffeur.
(b) License. — Chauffeur’s license or heavy motor vehicle driver’s license.
(c) Motor vehicles. — Omnibus, autobus or guagua , public or private service automobile, all kinds of trucks, light truck, delivery bus, trailer tractor and any vehicle propelled by a motor engaged in the transportation of persons, animals or things on public highways, roads and private properties, but excluding:
(1) Vehicles traveling on rails, by sea or by air.
(2) Traction engines.
(3) Rollers.
(4) Tractors used exclusively for agricultural purposes.
(5) Power shovels.
(6) Deep-well drilling machines.
(7) Road construction equipment.
(8) Vehicles with small wheels used in factories, warehouses and railway stations.
(d) College. — The College of Chauffeurs of Puerto Rico.
(e) Board of Directors. — The Board of Directors of the College of Chauffeurs of Puerto Rico.
(f) President. — The President of the Board of Directors of the College of Chauffeurs of Puerto Rico.
(g) Member. — A member of the Board of Directors of the College of Chauffeurs of Puerto Rico.
(h) Bylaws. — The bylaws of the College of Chauffeurs of Puerto Rico.
