The Secretary of the Board shall keep the minutes of the Board meetings in a suitable book which shall be signed by the members attending the meeting. He shall keep a book of copies of all licenses issued, and these copies as well as the licenses shall be signed by all the members of the Board. He shall keep a record of all dentists, dental assistants and dental hygienists who may be practicing their profession in Puerto Rico; [he] shall give all certificates that are asked for which shall be countersigned by the chairman; [he] shall have charge of the Board’s files and shall give such reports as may be asked for.
