(1) Any person who aspires to obtain a barber’s license must meet the following requirements:
(a) Be at least eighteen (18) years of age, be of sound health and of good moral conduct.
(b) To have passed a barber’s course in a vocational school established by the Commonwealth or in a barber’s college duly-accredited by the Department of Education of Puerto Rico, or to have worked as a barber’s apprentice for a term of two (2) years.
The Examining Board shall accredit as “salons” qualified for the apprenticeship of barbers those that meet the basic requirements of the teaching of theory and practice as established by the Board.
(c) To have passed an examination before the Barbers and Hair Stylists Examining Board or before three (3) barbers authorized by the Board for such purpose. In this case all such three (3) barbers shall certify to the Examining Board the result of the examination. Such examination must include a theoretical and a practical part and it shall also be required from the applicant to have a basic knowledge of the laws and regulations applicable to the profession.
The examination may also be taken by all such persons who meet the qualifications set forth in clause (a) of this subsection and who have a certificate or barber’s license authorized by another state or country wherein the same qualifications are substantially required for the practice of this profession.
(d) Shall pay a fee for the examination and issue of the license as provided by the State Department, through law and its regulations.
(e) Shall present to the Board, a medical certificate attesting that the applicant enjoys good health after the exam is approved.
(2) Any person who hopes to obtain a barber’s stylist license shall meet the following requirements:
(a) Be a barber with a license issued by the Examining Board to practice as such.
(b) Enjoy good health and [be of] good moral conduct.
(c) Have passed a stylist’s course in a school or college recognized by the Department of Education of Puerto Rico.
(d) To have passed an examination on hairstyling before the Examining Board or before three (3) hair stylists duly licensed and authorized by the Board for such purpose.
The examination may also be taken by all such persons who meet the qualifications set forth in this subsection and who have a certificate or hair stylist’s license from a state of the United States of America or from a country wherein the same qualifications are substantially required for the practice of this profession.
