(a) The Board shall have the power to issue, renew, refuse, suspend and revoke licenses required by §§ 580—580n of this title, in accordance with the provisions thereof.
(b) The Board shall adopt an official seal for all the licenses it may issue and shall prepare such rules and regulations as it may deem necessary for the enforcement of its duties. Such rules and regulations shall be approved by the Governor and shall have force and effect of law.
(c) The Board shall have power by itself or through authorized agents to investigate, on its own or upon a denouncement made by any private citizen, any barber shop, school or college of barbers in Puerto Rico to enforce the provisions of §§ 580—580n of this title and of the rules and regulations approved hereunder.
(d) It shall further have power to require the appearance of witnesses, when it be necessary, through summons issued by the courts, to take oaths and hear testimonies and proof concerning the matters under its jurisdiction.
(e) The Board shall be authorized to establish, under the conditions and qualifications it may deem necessary, [reciprocity] for the granting of license without examination directly with any state of the United States or with any other country wherein qualifications similar to those established herein are required for the [obtaining] of a barber license and similar concessions are provided for barbers licensed by this Board.
(f) The Board may authorize the College of Expert Barbers and Hair Stylists of Puerto Rico, pursuant [to] the norms and rules that the Board specifies through regulations, to implement the organization of an inspectors system to oversee compliance of the provisions of §§ 580—580n of this title.
