A Barbers and Hair Stylists Examining Board is hereby created, attached to the Department of State of Puerto Rico and subject to the provisions of Act No. 320, of April 13, 1946. The Board shall be composed of seven (7) persons appointed by the Governor with the advice and consent of the Senate, and shall hold office for a term of four (4) years. Any vacancy occurring before the expiration of a board member’s term shall be filled for the unexpired term of the member causing the vacancy.
(a) The Governor may remove from office any member of the Board after notice and hearing for negligence in the discharge of his office or for conviction of a felony or misdemeanor entailing moral turpitude.
(b) Four (4) members of the Board shall constitute a quorum.
(c) The Board shall elect a Chairman from among its members.
(d) Each member of the Board, including public employees and officials, shall receive fifty dollars ($50) for each day or portion thereof in which they render services to the Board, in addition to compensation for mileage from their domicile to the site of the Board and back, according to the regulations of the Department of the Treasury to such effect. As of January 1, 1999, the members of the Board shall receive per diems equal to the minimum per diems established for the members of the Legislature, up to a maximum of three thousand dollars ($3,000) per year, except for the Chairperson of the Board who shall receive per diems equal to one hundred and thirty-three percent (133%) of the per diems received by the remaining members of the Board.
