(a) The Secretary of Health shall be responsible for enforcing and overseeing compliance with the provisions of this chapter. For that effect, he/she shall have the authority to investigate, inspect, summon witnesses, and approve and adopt rules and regulations as necessary in order to render the purposes of this chapter practicable.
(b) The Secretary may appoint examining officers to manage the administrative hearings that are to be held pursuant to this chapter, and who shall render their reports and recommendations to the Secretary.
