Any vacancy arising in the Board before the term of appointment of a member causing said vacancy expires shall be filled in the same manner in which the substituted member was appointed for the term remaining to the latter.
The Governor of Puerto Rico may dismiss any member of the Board after notifying and bringing charges against said member and holding a hearing for negligence in the performance of his or her duties; for [gross] negligence in the exercise of his or his profession, for being convicted of a felony or misdemeanor implying moral turpitude [or] for having had his or her license for practicing his or her profession in Puerto Rico suspended, revoked or cancelled.
