No person shall practice or offer to practice as a physical therapist or as a physical therapist assistant in Puerto Rico, nor shall practice as a physical therapist assistant unless he holds a license under this chapter; Provided, however, That nothing contained in this chapter shall prevent a person from practicing the profession for which he is authorized under the laws of Puerto Rico.
