When an actor duly authorized to practice the profession pays his/her first annual dues it shall be recorded that the person meets all legal and regulatory requirements to be a member of the Association. For the second and subsequent years, the regulations shall provide that membership in the Association shall be renewed upon payment of the annual dues and the identification card shall provide for its renewal each year.
