The Accrediting Board may revoke or suspend any certificate issued pursuant [to] the provisions of this chapter, or admonish the holder of any certificate after notifying the affected party and giving the latter the opportunity of being heard during at administrative hearing with the right to counsel for any of the following reasons:
(a) Fraud or deceit in obtaining the actor certificate.
(b) Violation of the Code of Ethics approved in assembly by the Actors Association.
